In a famous paper delivered in 1986 Fred Brookes indicated that no single factor can influence the outcome of a software project more than the availability of talented, experienced staff.

The technology industry is possessed by the 'latest and greatest' mentality.  We, in the industry, are continually placing mission critical system development in the hands of new technology and young teams 'not caught up in the errors of the past'.  This short sighted approach to staffing and project development has produced an industry which continually misses deliverables and faces the highest levels of employee dissatisfaction and defection of any industry in history.  

Developers caught up in ongoing maintenance of previous projects are the employees with the highest level of experience.  The very nature of their work necessitates periods of technological obsolescence.  New products and methodologies are introduced to market daily, some will be bona fide success stories and provide a new technological imperative for all IT workers.  Many, some argue most, will end up in the technological waste bin.  The staff who will utilize and implement the new technologies will invariably be new staff.  This 'New Staff', unencumbered by experience, will assert that new technologies are superior to old technologies. 

 Can you imagine any other industry working this way?
